Woman charged with felony criminal sex charge
LE CENTER – Rachel Helen Stockwell, age 34 of Waterville is scheduled to appear in district court on March 16, facing felony charges of criminal sexual conduct.

According to the filed complaint, on Feb. 18 a Le Sueur County investigator was contacted by the Waterville Police Department. Waterville police have been in contact with the Faribault Police Department concerning a sexual assault matter.

The investigator spoke with the alleged victim’s mother who stated her daughter was sexually assaulted by Stockwell. He added her daughter is 15 years old, with a diminished IQ equivalent to that of an 11-year-old.

During a private interview, the victim told the investigator she has known Stockwell for several years. Their initial meeting took place when Stockwell was a para-professional assisting special education students at the Waterville-Elysian-Morristown school district’s middle school.

The victim went on to say on Feb. 15 Stockwell picked her up a the victim’s home in Faribault and brought her to Stockwell’s residence in Waterville. There they watched television, played Wii and played with Stockwell’s son.

At one point the victim went into Stockwell’s bedroom. She was followed by Stockwell who put her mouth on the victim’s cheek and left a sucking mark. At that point Stockwell’s husband came home and Stockwell returned the girl to her home in Faribault.

On Feb. 17 Stockwell again arrived at the victim’s home and brought her to Stockwell’s residence. The girl and Stockwell watched a movie in Stockwell’s bedroom. During the movie Stockwell allegedly put her mouth on the girl’s breast and touched the girl over her clothes. When the movie was done Stockwell took the girl home.

Since those incidents occurred, Stockwell had sent the victim various text messages. A search warrant was obtained to document the messages sent and received from Stockwell’s phone.

On Feb. 23 at approximately 4:20 p.m. the county investigator advised Stockwell she was under arrest for criminal sexual conduct involving a minor. Stockwell was transported to the Le Sueur County jail. There Stockwell admitted to the sexual contact with the girl.

Stockwell said she knew it was improper and told the investigator she would not do anything to harm the girl. Stockwell said she loved the girl and described their relationship as “mother-daughter.”

Stockwell has been charged with criminal sexual conduct in the second degree and two counts of fourth degree criminal sexual conduct. She faces a maximum sentence of 25 years in jail and/or a $35,000 fine. At a Feb. 25 hearing Stockwell’s bail was set at $35,000.

• On Feb. 28 at approximately 1:48 a.m. a Le Sueur County sheriff’s deputy observed a maroon Jeep Grand Cherokee traveling northbound on State Highway 22 without its headlights activated. According to the deputy’s report, he followed the jeep and observed it cross the fog line, across the shoulder of the road and into the ditch. At this point the deputy activated his siren and emergency lights.

The Jeep drove out of the ditch, crossed the northbound lane and continued driving in the southbound lane. At this point a southbound vehicle was forced up onto the sidewalk to avoid a collision. The Jeep continued north over the bridge into Nicollet County. The St. Peter Police Department was notified.

Upon entering the Highway 22/ U.S. Highway 169 intersection, the Jeep was driving on the median – narrowly missing several road signs. At the intersection the Jeep came to a stop and the deputy got out of his vehicle to approach. The Jeep accelerated rapidly and traveled south on Highway 169.

The deputy pursued the Jeep which exited on Freeman Drive – again narrowly missing several road signs in the median. The Jeep exited Freeman Drive into the Mar-Way mobile home park. Accelerating rapidly, the Jeep swerved on the ice, narrowly missing a number of cars parked on the street.

About 200 yards into the mobile home park the Jeep stopped suddenly and the driver exited, running south. The deputy pursued on foot and caught the driver who was identified as Carlos Cruz Sanchez, age 30 of St. Peter.

While escorting Sanchez to the squad car, the deputy detected a strong odor of alcohol on Sanchez’s person.

Attempts to administer field sobriety tests were unsuccessful as Sanchez was passed out in the back of the squad car.

He was transported to the Le Sueur County Law Enforcement Center. There a breath test was administered and showed Sanchez had a blood alcohol content of .238.

Sanchez has been charged with fleeing in a motor vehicle, which carries a maximum sentence of three years and a day in jail and/or a $5,000 fine. He is also charged with third degree driving while impaired and reckless driving.

On March 1 bail for Sanchez was set at $5,000. An omnibus hearing has been scheduled for March 16.

• On Feb. 28 at approximately 1:36 a.m. the Le Sueur Police Department observed a Chevrolet pickup parked on the wrong side of the street on the 400 block of Swan St. The truck was running and its parking lights were on.

According to the officer’s report, as he was checking the truck’s registration, a woman came out of a residence and got into the truck. The officer approached the truck and identified the driver as Tracy Jane Iverson, age 49 of Le Sueur. While speaking with Iverson, the officer detected an odor of alcohol on Iverson’s breath. Iverson admitted she had been drinking.

Iverson failed field sobriety tests and was transported to the Le Sueur Police Department where she submitted to a breath test. Results of the Intoxilyzer was .10.

Records show Iverson has been involved in two prior impaired incidents within the past 10 years.

She has been charged with second degree driving while impaired which carries a maximum sentence of one year in jail and/or a $3,000 fine.

On March 1 Iverson was released on $500 bail. She is scheduled to appear in court on March 16.

Rachel is a sicko. Last summer, the only person I ever seen her hangout with was a 10 year old girl. Probably the same girl making these claims. Considering the fact she has already admitted to the claims, she should seriously be burned at the stake. Especially considering the fact she works in the child care business. This is sick and revolting and I hope her son never has to be around that sort of filth.

This is seriously a disturbing story. What kind of person would molest a child, let alone a child who is mentally handicapped? What sort of family does this monster come from to make her do something like this? My family and I moved around the area recently from the Chicago area to try and get away from these sort of things. Stories like this make me think you can't go anyway to get away from this stuff. if the first opinion is right and this women does have a kid, she should never be allowed to be around him for the rest of his childhood and possibly the rest of his life. I believe in being innocent until proven guilty, but it sounds like she was just a very stupid and confused women who admitted to the wrong doing. Mother-daughter relationship?? what kind of mother leaves face hickies or kisses the chest of a young girl? If this comes out to be true, I hope she gets locked away for the rest of her life.
